The House Ethics Committee’s final report on its investigation into former Rep. Matt Gaetz, R-Fla., revealed he engaged in conduct that violates House Rules and some that are potentially criminal offenses at the state level, including prostitution and statutory rape. Gaetz has repeatedly denied any wrongdoing. NBC News’ Ryan Nobles reports from Capitol Hill.
